Sorry, I feel like I should know the answer to this but I don't. Just didn't want to leave you hanging. LOL! Hopefully someone with more info will post. I think it's supposed to be on the same day as the National Day To Prevent Teen Pregnancy every year, but that's about it.

I'm probably not the best person to answer your question (as it was a little bit before my time), but here's my impression of things:

For Teen Empowerment Day, Girlmom used to put out a zine with articles on things like, how to escape abuse, how to pay for childcare, whatever. Local girlmoms also arranged workshops near where they lived and used the boards to help plan/debrief them. It was pretty awesome. Most of the main organizers of it have since moved on from girlmom, but you can see a little more of the planning that went into it if you look at old girlmom posts on the way back machine.

that would be sooo awsome! we should all pick a day and then spread it around and have all kinds of cool stuff going on for teen moms!

I think keeping it on the national day to prevent teen pregnancy is probably the best, it seems so fitting It would be rad. It's coming up May 5, 2010 - is that too soon to pull things together?
